Yes, the FCC could DF this station very quickly.  However, before they do
anything I'm sure they need to have received interference complaints in
order to do anything about this station.

K1MAN has been broadcasting on the ham bands for years.  Even after he was
found not to be home at the time of broadcast and several warning letters
from the FCC, he continues to broadcast in spite of complaints about
interference from his station.

KC0OAB continues his 24 hr a day "code practice" on 7030 even after
receiving an NAL from the FCC.  Even as I write this, his station is still
active.  Why can't he be shut down?  They know where he's located, who he
is, and what his callsign is.  Despite receiving numerous complaints of
interference from other hams, the FCC still does not drive down there and
confiscate his station or yank his license.

So the FCC working at the speed of bearaucracy hasn't yet shut down those
stations, so don't be surprised that they haven't yet gone after YS.  And it
is entirely possible that they have already DF'ed YS but are getting ready
to take action.  Or they may not care. If they haven't received any
interference complaints, I'm sure YS is probably low on their list of
priorities.

I'm sure YS is being run by some wayward ham or radio hobbyist who just
wanted to cause a stir.  The choice of frequencies leans toward this
explanation.  The choice of frequencies ending in 00 appears to be
arbitrary, whereas if it were a military or government operation then care
would have been taken to find little-used frequencies to transmit on, most
likely not ending in 00.  And most likely none in the ham bands or under
WWV.
