How can you/ARRL confirm that the activity on  6030 kHz is from the
Cuban bubble jammer? Just curious...

I don't think the ARRL cares much what is on 6030.  And I seriously doubt the ARRL would have any solid reason to know it was a "bubble jammer," even if they do care (and they would only care because it might have a harmonic in a ham band.)  If the station doesn't interfere with amateur radio in the USA, it is not a concern of the ARRL.  

By the way, what is the 'object' of the 6030 jamming?  What station is being jammed?  And a guess as to why?  (If indeed it IS a jammer, of course.)  And by whom?  I can't make out enough of the underlying audio to figure out what station it is.  So if it is jamming, it is fairly effective - though I do get some words now and then.  

At times, though, the station tends to fade in and override the "bubble jammer" and I get a phrase or two.
