[Spooks] How to decypher this cyphered message

Indeed the only way to decypher this is to have the
one-time pad. Even with all the NSA's supercomputers..
you still wouldn't have a chance to decode the message
unless they kept using the same pad which if this is
indeed Isreal, they are very competent intelligence
operators and probably wouldn't do such a thing.
