Doesn't 1500Z correspond to 1800 Moscow time?  (1748, 1749, 1750, ... ) 
  I recall that the Russian military uses Moscow time everywhere.  If 
your signal was fading out at 1500Z, it might be from the Russian Far 
East.  Just a thought.
