Thanks for the email and for looking.
I think Portland Cement of Argentina Institute may well be a near shot for 
that. We have a Portland Cement here so possibly their National office.
It may well be that the antennae belongs to someone else.

There is an email that has appeared from Cornelius who has posted an album 
or Argentina and just about every building appears to be sporting something 
radio.
