Yes, they are for spies. Of course the speculation is that the vast
majority of actual transmissions consist of dummy traffic. The recent
trials here in the USA of the "Miami Wasp Network" as well as Ana
Belen Montes.

No, they don't use enigma. They are assigned "enigma designators" by
a club of hobbyists called enigma.

Because possession of a radio is not obvious evidence you are a spy.
Possession of a James Bond style two-way microwave satellite
wristwatch radio/tv, on the other hand...

And you'd have a lot of explaining to do when you're caught with the
decoding equipment. Besides, a one time pad system is more secure.
Unless you're the Soviets circa 1950, and decide to re-use your one
time pads.
