I am guessing you heard one of the old SLOW baud rate RF modems.  I listened
to them too around 1979, the eeriest oddest hair-raising sound I ever heard.
I can still remember it.  I wish there were some recordings of them, it is
like NOTHING else!  I heard them on a Radio Shack Patrolman 5 Band.  The
only other signal that does this to me is the odd rolling data sound on
1,710 KHz.  Noting like tuning into this on a moonless night, three in the
morning, 150 miles from the nearest town on a 13,000'+ mountian top!
