This is the classic Whale Sound Station. It usually appears near US Navy or
Coast Guard frequencies. Keep listening and you might hear 39-tone
encrypted voice (sometimes called "ANDVT" although that is the terminal
unit, not the encryption scheme), and that would be dead giveaway.
Other old freqs for this one are 4372 (USN FACSFAC VACAPES), 4416.3 (former
USN Pacific Flt), 6515.6 (US Coast Guard GANTSEC), 6797 (????? mostly V2/M8
and some military's teleprinting), and 11209 (near 11202, USCG safety of
flight).
Actually XBM sounds a bit different from the station in this clip, as it is
less complex. "Whales" are capable of getting several sine waves going at
once, hence the eerie moaning. There have been any number of theories for
the moaning whales aka Radio Free Willy. The two winners right now are
pilot tone hunting and feedback in overcompressed links. Indeed the whales
stop all their caterwauling when someone transmits, then it ramps slowly
back up.
