FCC rules forbid it below 50.1 MHz.   Canada permits it as does the
United Kingdom.
Ships used it to attract attention during SOS as it is very wide.  A
600 watt CW signal becomes a 2,400 watt PEP tone modulated signal when
A2 is turned on.
