[SOC] no more OO's

Those are all excellent points. I know the OO like that should have been
policed by the section manager and not allowed to continue. At least that's
the way I would feel about it. It's a shame that some people can't handle a
little bit of what they perceive as power. They go nuts. And those
circumstances the OO should not have sent the notices.
