[SOC] no more OO's

I know a few people that did not get along with an OO or two. They got a
notice for some of the dumbest things on a regular basis for years. One
ham received two notices for two FM simplex reports within an hour of
each other from the same OO. One said he was over deviated, the other
said he was under deviated. When I read them I fell over laughing.
Another ham I am friends with got an OO notice for not discussing
amateur radio on a repeater.
I never heard them violate any rules with the exception of the 10 minute
ID everyone misses now and again. Funny thing is they never got a notice
about that.
Never received any OO toilet paper via the USPS, but still glad to see
this program go away. Honestly, I miss seeing the real enforcement out
and about.
