[SOC] Tooo Many Contest

I have enjoyed many contacts during contests, and also taken advantage 
of these to add rare/new countries to my list. However, I also had the 
sad experience of trying to work health-and-welfare traffic in the days 
following the devastating Mexico City earthquakes (September 19 and 20, 
1985). It happened to be followed by a huge contest weekend. Under these 
circumstances, I would certainly agree with limiting the contests to 
certain band segments.
