Or we can just let the bands go dormant with little or no activity and
repeat the 11 Meter scenario.
It is not impossible to hold a sked during a contest, although it takes a
bit more skill and persistance.
Perhaps the SOC can join in on the fun and create the SlowTest. Recent
articles suggest that high speed CW discourages participation of new hams
as well as old timers with rusty CW. A SOC sponsored SlowTest with speeds
not to exceed 10-15 WPM would certainly bridge the percieved gap and
barrier to entry. Of course anyone that does not want to participate can
still use the WARC bands or just elbow in on the regular bands.
