ARRL has a very good outgoing QSL service. While many criticize it as a
"spendthrift organization, a whore interested in only money and being a
publisher" and other insulting characteristics, the ARRL has come up to the
plate, provided in addition to its "We serve all USA even non members" of
its incoming QSL bureau, provides an excellent outgoing QSL bureau.
If the QSL is that rare or unusual that it isn't handed by a bureau, we have
the WF5E Outgoing QSL (and incoming) Service.

WF5E runs the 5 land QSL ARRL incoming bureau and receives back from DXers
direct QSLs in response to the ones he sends out for us. A secret and
amazingly highly successful weapon in the hunt for RARE DX. He obtained for
me the Egyptian QSL card I could never get by direct mail or bureau in a
month.
