Not certain but I think the HAARP antenna array radiates straight up. 
Useful for those who like to talk to themselves, but not so much so for DX.

"I have hrd many times over the years of hams calmly commenting that 
extra ordinary ham activity on a band, especially 10m, "woke up the 
band" and allowed more active propagation.  This aligns, strangely, with 
HAARP indications because the HAARP transmitter is supposed to warm up 
the upper levels of charged particles.
Hey, hams are little HAARPs?"

Activity begets activity.  10 isn't totally dead these days, it just 
sounds that way because everyone goes there, listens for a few minutes, 
and leaves.
