[SOC] HAARP and propagagtion?

I  read that hams are going to be able to use the antenna at Arecibo for a few tests.  Nice.
Wonder if any hams could use the HAARP facilities anywhere they are?  Think of the DX we could raise with all that RF andthose reputed 180 antennas.  
I have hrd many times over the years of hams calmly commenting that extra ordinary ham activity on a band, especially 10m, "woke up the band" and allowed more active propagation.  This aligns, strangely, with HAARP indications because the HAARP transmitter is supposed to warm up the upper levels of charged particles.
Hey, hams are little HAARPs?
