Be very careful here. As you correctly say the number 4016 was used twice
unfortunately.

If it is in fact the early Motorola 'Programmable Modulo-N Counter' [I suspect
it will be] then surprisingly Digi-Key list it as "IC 4BIT PROG SYNC COUNTER
16-DIP Texas Instruments" part No. 296-2170-5-ND min order 1 at $0.56 121 in
stock..

OTOH if it's a 'quad bilateral switch' you're also in luck.
