Yes.  Twist the wires together to make as straight and small a splice as 
possible and solder.  Cut ends back to solder.  Repeat on other side. 
Be careful --- the wires are stiff and you can easily poke your fingers 
twisting them.  Then again, a little blood spilled on any antenna 
projects often placates the RF gods and things work better and last longer.

It doesn't matter.  The impedance seen at the feed end depends on the 
antenna, your operating frequency, the length of the line, and the phase 
of the moon.  Just hook it up to the balanced output of your tuner and 
enjoy.  Keep fingers and other body parts away from the back of the 
tuner when transmitting.  You may also experience RF in and around the 
shack.  Enjoy that too.
