SuitSat was reported on NPR's "All Things Considered" last night
(February 1st). The text of the story can be found at:
http://www.npr.org/templates/story/story.php?storyId=5183146

For those with a police scanner or other radio that can receive in this
range, the frequency SuitSat will transmit on is 145.990 MHz. It will
transmit a voice identification and a slow-scan television signal.

You should be able to find out when SuitSat will be over your location
by going to http://www.amsat.org, the website for AMSAT International
and using the online tracking program. You will need to know your
latitude and longitude. For Kansas City, using 38 degrees, 48 minutes
(38.8) north by 94 degrees, 29 minutes (94.49) west will get you close
enough.

For the KC area, SuitSat should be in range for its first pass about
08:55 UTC(2:55 AM CST) on Saturday, February 4th, for about 9 minutes.
Here's a listing of the likely times you can hear it in the KC area:

Sat 04Feb06 08:55:12 (2:55 AM CST)
Sat 04Feb06 10:29:50 (4:29 AM CST)
Sat 04Feb06 12:06:33 (6:06 AM CST)
Sat 04Feb06 13:43:14 (7:43 AM CST)
Sat 04Feb06 15:18:33 (9:18 AM CST)
Sat 04Feb06 16:53:36 (10:53 AM CST)
Sat 04Feb06 18:30:39 (12:30 PM CST)
Sun 05Feb06 07:46:09 (1:46 AM CST)
Sun 05Feb06 09:18:50 (3:18 AM CST)
Sun 05Feb06 10:54:45 (4:54 AM CST)
Sun 05Feb06 12:31:45 (6:31 AM CST)
Sun 05Feb06 14:07:42 (8:07 AM CST)
Sun 05Feb06 15:42:41 (9:42 AM CST)
Sun 05Feb06 17:18:14 (11:18 AM CST)

These times are approximate and are actual times the International Space
Station will be overhead. SuitSat will probably arrive slightly before
the ISS, especially as time passes.
