[SOC] 2 meter receiver converter

Is anybody aware of a cheap 2 meter receiver converter kit? Down to the FM Radio 
band would be too much to expect.

Googling wasn't terribly helpful.

An acquaintance missed out on a community radio licence for the FM band. He did 
get one for 50 watts on 151.625.

Of course his listeners don't have receivers for that frequency, scanners can be 
expensive.

So he asked me for a relatively cheap solution and I don't want to reinvent the 
wheel.
