Bisbee makes a great "Approach Control" landmark for Sky Harbor 
(Phoenix) Airport.   Flights out of Atlanta  like Delta, and American 
out of Dallas, and Southwest from a variety of east coast locations 
could line up on Tucson for final approach and try "bombing runs" on 
Bisbee.   Less "load" on the aircraft, less wear on the tires.....but 
does Bisbee need that much water?
