Isn't that just happened though? By saying that under no circumstances would
France permit a resolution that authorised the use of force (whatever
strings might be attached) even if a majority of the Security Council
members approved it, Chirac effectively destroyed the chances of attaining a
diplomatic consensus.

Wielding the veto in this way is just as damaging to the status and
relevance of the UN (if not more so) than the coalition's decision to act
under the terms of previous resolutions.

I concede that the implied authorisation of those earlier resolutions is
arguable.
