You gotta be online, but I suspect you suspected that!
Second ....
You gotta apply for a club call somewhere on www.fcc.gov ..... you'll get a 
2x3 call
Third ....
Then you get to apply for a vanity call.

NoCLU is appropo!
K#SOC is cool

I'm not sure, but maybe ex-NoCLU can give the SOC trustee written 
permission to have the call?  Or have ex-NoCLU be the trustee, get a club 
call, then get NoCLU as a vanity call because it would be previously held?
