[SOC] Another ":Splinter" List

OK, while I agree that splinter lists are not normally in the best 
interests of all, because of some posts recently on QRP-L  have felt it 
wouyld be a service to create another LIST.

And so (Taaa-Daaa), you are invited to subscribe to QRP-W. It is a list 
for those who feel they have been insulted, slighted or ignored, or feel 
they must whine about off topic posts, grumpy old timers, and the 
difficulty of memorizing all those license questions.
