Gee, I thought that just using a cluster was a SOC thing!

The rules don't permit receiving spots from a cluster, but don't
address sending them, AFAIK (hint: don't look at the screen when you
enter the data).

Anyway, you're right, the clusters were really clogged (I'm running one
here).  I wish there was a way to filter on destinations and reject w/ve
(but not CY0) for times like this.  

I kept checking just the WARC bands, which did yield contacts with
XT2DX and 9L1AB on 17 meters, so all was not lost.  Then I stayed up
until CY0MM finally started listening in the 40 meter US phone band at
0800Z.
