You can adapt a tube tester to do the job.  An octal plug, two light bulbs
and one socket suitable for the vibrator is all you need.  Sorry I don't
have the details, search the tube tester web sites for that.

Basic assumptions about old vibrators are:
1) unless they are much used, they will run again.
2) any rubber inside them is likely melted/decomposed by now
3) if you get it apart you can clean the contacts and replace the rubber.
4) That's all it takes to get them to run again just fine.
