[SOC] Can someone answer this for me?

When I listened to 21.020, heard a couple of chaps
one in Idaho and the other in KL7 land having a nice
8-10 wpm qso, totally oblivious to the turmoil around
them, and ignoring the stations trying to get them to move.

After they finished, I assume the Dulcie station came back
on but unreadable in Far West Texas and the only way
to know anything was going on was the pactor or some
other sort of digi station playing there.  I would hope that
the FCC watch officer at Laurel would take a listen
and activate the 15 or so df/monitor sites, if not for
enforcement, then for practice on how to use the 
equipment when it might really be needed.
