[SOC] OT: BrownIE?

I was looking through some browser lists and ran across one that piqued (there's my
new word for the day...) my interest by the name of BrownIE.  All the sites I found
that mentioned it however, all point to a dead (?) URL.

1: Has anyone used this program, and if so is it any good?

2: Does anyone know of a valid URL or have a setup file (latest appears to be
five-something) they can send me?
