[SOC] PL / CTCSS Encoder Schematic?

I remember around 1980 or so one of the Los Angeles repeater went PL. 
A friend of mine didn't have an encoder, so he made a relaxation
oscillator with a NE-2 neon bulb.  A very second-class solution (not
exactly a sine wave)!
