For the second time in two weeks, the FCC has declared a general 
communications emergency - this time in relation to the ongoing flooding in 
Texas - and placed two amateur frequencies off limits to all communications 
except that dealing with the emergency.

In a July 5 notice, the FCC's Enforcement Bureau restricts operation on 
7285 kHz during the daytime and 3873 kHz at night (plus or minus 3 kHz on 
both frequencies), expect for stations taking part in handling emergency 
traffic related to the Texas flooding. The order was to be in effect for no 
more than 72 hours.
