I have worked all over the world with less than 1 watt. Props have all to do with it. No props no QSO's. A good antenna also makes a very big difference. Guess my best was from Athens to Brazil and also Moscow with 180mw into a vertical but that was back around mid 70's. Got 599 out of both stations within 15 mins of each other.
