Paul,

  I'm sort of a novice myself, in many ways, but
propagation can play a huge part. I worked Slovenia
last night with 1 (one) watt., and I've been working
the world with never more than 5W. One thing of which
you can be sure: particularly at those power levels,
CW has a better chance of being intelligible than
'phone sigs.
