[Snowball] Draft Snowball Group Guidelines

Hello Bill and the group,

I forgot about the boxes, and Jim had just asked me about which size to
use...

So a guideline specifying the use of a new, large USPS flat rate priority
mail box (12" x 12" x 5 1/2"), properly taped up (all seams covered) each
time the snowball is sent out.

Also, one more I just thought of, and while this should be common sense...
I figure it should be said anyway.  If you no longer want to participate in
the group; you must notify the group.  Don't just unsubscribe and drop off
the face of the earth.
