[SMCARA] Old TV caused village broadband outages for 18 months

According to sea stories told to me by an atlantic broadband tech (back
when they were trying to figure out why our neighborhood lost uplink
everyday at 3 PM) things like that are still happening. They must have
found it, as we seem to have escaped the issue. Pings would stop every
afternoon within 5 minutes of 3 and stay gone for up to an hour and a half.
