Tom,  Yes, I have heard what sounds like APRS beaconing.  If it was WINLINK 
it would be a bunch of burst one after another trying to connect, but not 
getting a reply.

Jason, it sounds like APRS, as it tends to be a fairly short burst.  I
haven't heard any long transmissions that might be typical with Winlink
or packet radio.
