[SMCARA] Winlink users - Check your radio

Hey folks, this is really easy to fix!

When you finish with APRS or Winlink, uncouple your TNC from your radio. 
If you have a second radio, dedicate it to APRS/Winlink and keep it off 
the repeater. Make sure your dedicated packet rig does not have the PL 
turned on in case it inadvertently gets switched to the repeater 
frequency and that will provide additional protection.

Since the packet burst does not survive the delay going through the 
repeater, it is not possible to decode the packets to see who the 
miscreant is! So, you are safe! Listening on the input hasn't provided 
any clues either.

On the subject of the repeater, we have seemed to have had an 
intermittent power output issue lately, which makes the signal a bit 
ratty on the fringes, or not the fringes like Hollywood! I will try to 
get down to the site this week with my trusty Bird and look at the power 
output. We have a spare PA available, as well as a spare repeater, so we 
won't have a long "quiet" period if the amp goes to it's "happy hunting 
ground".
