Likely most all power commit systems will be encrypted in the near future as part of a National Defence Strategy. Power utility employees are considered to be federal employees as it were, since they are vital to the maintenance of the national grid structure. (I used to process service apps, and their discount plans were listed as a federal employee.) Does that mean if you punch your electric lineman, it is a felony assault on a federal employee? Lol!
