[SMCARA] UV-5R programming

Howdy all,

While my Wouxun HT is down I thought I'd try using my Baofeng UV-5R HT with
the repeater. I use the CHIRP software so programming is easy but I seem to
be missing something. I can receive fine but I can't hit the repeater, I'm
hoping that someone else's eyes might catch my mistake so I can get back on
the air. When I key the PTT I don't get the beep from the repeater. I'm
going to list the settings below that I get on the CHIRP software, some are
user defined and some are default. Any help or suggestions would be
appreciated. (I know, I know... stop using a cheap Chinese HT...)
