[SMCARA] SMCARA Antenna build off

Good thoughts Gary. 

We are currently reviewing all of the suggestions including the proposed
rules that were created by Tom (ND3N).

The suggested test procedures can be found in the back of the 22nd
Edition of the ARRL Antenna Book. If I remember correctly it is section
27. I can confirm and send out another email once I get back to my shack
this afternoon. For those who do not have a copy of the 22nd Edition of
the Antenna Book I have the desired section in PDF form. I can place it
in my dropbox and send a like to it if there is enough interest.
