[SMCARA] Icom Programming

[Clarke, Tom AIR4.0P NATOPS]

I have a couple of Icom LMR radios ( IC-F-2821 and 5021) that need
programming.  Does anyone have access to such software or know of
someone who does?  ICOM want lots of $$ for the software and cables, so
a "lighter on the wallet" solution is desired!
