[SMCARA] ARES and RACES forms

There have been a lot of new Operators joining the ranks over the last year
or so and with hurricane season approaching I just wanted to get this out
there.

For those interested in helping out in times of emergency please make sure
you have filled out the forms at the link below and make sure that Ray -
KB3FWW (arbyone1 at gmail.com)  gets a copy of the filled out forms.
