A bit of information that might help:

Pat Kilroy who works for NASA Goddard does regular balloon launches
just outside of DC as an educational outreach.  He has done this exact
thing many times over and would be an excellent resource.  Here is his
website for the balloon launches:

RPC Electronics is based on the Eastern Shore and specializes in APRS
tracking equipment, including equipment for balloons:
