[SMCARA] New Repeater

For those that are interested, there is new repeater on the air in
Westmoreland county VA. It's on 146.895 (-, 146.2). It's located near
Montross which is one of the highest spots in Westmoreland county.

It provides good coverage for most of Westmoreland county up to Colonial
Beach as well as the western part of St. Mary's county, including
Leonardtown and Colton's Point. 

In the future it can be temporarily linked to the 145.350 repeater for wide
area coverage to the north into Calvert, PG and AA counties.
