An additional argument in support of point 3 below: If you go simplex on the
output, you'll be immediately aware when the repeater returns to service.
On the other hand, using simplex on the input when the repeater comes back
on could result in people carrying on unaware that their simplex
conversation is tying up the repeater whilst folks out of their simplex
range would be unable to apprise them of the situation.
