[Skywarn] Ham licence

I would imagine your Foundation license would be sufficient to get started but https://www.ofcom.org.uk/about-ofcom/contact-us would be the best source of information followed by Radio Society of Great Britain. 

A ham radio license is not required for Skywarn but it is encouraged, in USA. It would be interesting to see the Met Office in the UK take on Skywarn such as the NWS has in USA at Weather.gov/Skywarn
