I'm an Elite Trained Spotter in Southern Indiana.
Upon completion of the required training through the NWS-Paducah, KY our Spotter ID number is based upon the county in which we reside.  For example: Posey,Vanderburgh, Warrick, etc. in Indiana. Those numbers' are provided upon conclusion of the course training as well as a Certificate. Or we can email the course instructors' for the Spotter ID Code for the country in which a trained spotter resides.
As others have responded, I would contact the instructors' who provided the training.Not all States, Countys' are the same.
