[Skywarn] Skywarn ID cards

The reality is that not all NWS offices and not all EMA managers issue 
Skywarn ID cards.

The Indianapolis NWS office stopped issuing Skywarn ID cards many years 
ago. They keep track of who has had training and, if there's a question 
about a report, they verify the reporter against that list.

My county's EMA Director only issues ID cards to rostered RACES 
volunteers, not to everyone who attends the annual Spotter Talk.

To answer the original question, the first call one should make is to 
their local NWS office. Ask for the Warning Coordination Meteorologist 
and ask the WCM if that office issues cards.
