[Skywarn] Skywarn ID cards

Here in Arkansas and I even Ok they do not issue Spotter numbers anymore as it's not in the budget. I'm also a Coop Observer station with rainguage and temp hi/low meter. And I've had the Advanced Spotter class in Norman
