Not quite 100% fact.
Across the Nation, the Skywarn program is operated as a partnership with
local emergency managers and the National Weather Service Weather Forecast
Office.
IF you actually HAD Skywarn training offered by either of those folks, you
would know who your local emergency manager or NWS trainer was.
IF you want an identification card, you get one from either of those
folks. No other credentials are possible.
