My name is Stacy and I live in Vanderbugh County in SW IN. I apologize for not introducing myself sooner.
I'm a certified Ellite Spotter through the NWS in Paducah, KY and was issued my ID based upon my location meaning the county in which I reside.
I hope this helps others and please accept my apologies if this doesn't pertain to the questions' asked.
 Be safe, as March has came in like a lion. Crossville, IL is only 45 minutes from my location.

Not all NWS offices issue Skywarn IDs. Indianapolis NWS used to issue 
IDs, but they stopped doing so several years ago. The Warning 
Coordination Meteorologist keeps a record of people who have been 
through training recently and cross references reports against that list.

Note that our standard net procedure in this area is to get the amateur 
radio callsign of anyone making a report through a Skywarn net. The 
callsign goes into the NWS with the report.
